sir,
I have the honour to transmit a statement of the
Estimate on Capital Account during the year 1914 on account of the Kowloon-Canton Railway (British Section) and a statement showing
particulars of expenditure sanctioned since the submission of the
statement on April 10th, 1913, which was leid before the Legislot- ive Council on the 24th December, and was approved by resolution on
the 31st December.

I enclose copies of the proceedings in the Legislat¶
ive Council on the 24th and 31st December. You will observe that
regret was expressed for submitting the statement so late in the
year.

The only important item in the particulars of
expenditure, which has not already been sanctioned by you is the
sum of $12,000 for a Lotor Coach. The question of providing a
motor coach in order to save the expense of running heavy trains
has been under consideration for some time. It was found that
certain trains in the morning and evening made their return journey
practically empty. The train in particular which was run at a loss was that which leaves Kowloon at 8 p. but the Manager pointed
out that some such train must be continued for the railway was
under an unwritten obligation to its regular clients and the
general public to run a later train than the 5.15 pm. The
